Memorandum of the Central Council of Latvia. March 17, 1944. The memorandum was signed by 188 Latvian public and political workers and representatives of the intelligentsia, who declared on behalf of the Latvian nation the need to restore the de facto sovereignty of the Republic of Latvia based on the 1922 Constitution. Formally, it was addressed to the Inspector General of the Latvian Legion, Rūdolfs Bangerskis, but in reality, it served as a declaration of independence to the governments of Western countries.
